Estonia: Estonia to potentially adopt a new horizontal law to protect whistleblowers in all sectors

Ministry of Justice in Estonia sent an intention to draft a Bill on whistleblower protection to ministries and other relevant stakeholders. The intention foresees drafting a new horizontal law that would protect whistleblowers (or 'reporting persons') who report on any kind of offence, widening the initial scope of the EU directive. The document suggests that smaller local municipalities will also be obliged be set up (shared) reporting channels and that a separate reporting regulation should be developed in the areas of internal security and defence. Estonia: Minister of Justice states that bill to transpose the EU Directive on Whistleblowing is underway July 22, 2020

The Estonian Ministry of Justice is preparing to develop a bill to protect whistleblowers.The Estonian Minister of Justice Raivo Aeg stated, "A number of recent cases clearly show that whistleblowing can have unintended consequences. Creating information channels and providing legal protection contributes to the development of a transparent and open society, and it is certainly important for companies to solve their problems quickly and adequately."
