Estonia: Estonia to potentially adopt a new horizontal law to protect whistleblowers in all sectors

Ministry of Justice in Estonia sent an intention to draft a Bill on whistleblower protection to ministries and other relevant stakeholders. The intention foresees drafting a new horizontal law that would protect whistleblowers (or 'reporting persons') who report on any kind of offence, widening the initial scope of the EU directive. The document suggests that smaller local municipalities will also be obliged be set up (shared) reporting channels and that a separate reporting regulation should be developed in the areas of internal security and defence.
